When SkipExistingPrograms is enabled in the Scheduler Automation → M3U Import Options, an existing PYYYYMMDD_HHmm.pfp file is still being overwritten. My understanding is that this file should not be overwritten when this option is enabled. Is this the intended behavior, or is something going wrong?

As the doc describes...
SkipExistingPrograms: Item groups which result in a program scheduler entry which already exists will not be created, instead only the new playlist will be created.

I.e. the Program Entry itself will not be created, but reused, the playlist will be imported as given in the imported log file.
Just don't include tracks for that hour, if you don't want to import them.

When you import external log files, it is assumed, that the external scheduler who creates the log is the truth.

Ok, I understand. When we import an M3U file using the UPD command, is it possible to skip an hour?
For example: if the playlist for 12:00 has already been created, that hour is not included in the M3U file anymore.

Yes. Make sure to select the option "Split By: TimeUpdate".
In that case only Program Scheduler entries for the given UPD start time will be created.
