i couldn't find a way (command) to define output folder or choose an encoder (format, profile).
Is it possible ?
it's a scheduling with reminders i am talking about.

You basically define that in the general settings.
Encoder:
It doesn't makes sense to define that per command-line.
As such, a mixer channel always uses either the default encoder as defined in the general settings - or the last encoder settings as explicitly set via the user (make a right-click on the REC button to do so). Each mixer channel will 'remember' these individual (last) settings.
Folder/Filename:
The MIXER_OUTPUT_REC_ON might take 2 parameter: <mixername>|<filename>
As such you can specify a dedicated folder and file name here.
E.g.:
MIXER_OUTPUT_REC_ON OUT 1|C:\MyRecording\test_${HH}${mm}.mp3

i think it does make sense for multi-user environment and multipurpose recording
but i just figured out that i can resolve this duplicating channels or something like that.

I don't see a reason, why a mixer channel should be recorded (via a control-command!) in different encodings.
The REC functions are typically needed for either OnAir review/checks or for legal recording purposes - and thus it wouldn't make sense to use different recordings here.
